India, WPC DOT legal reference REGD.NO.D.L-33004/99 published on 2008-06-30, delicensing RFID equipment working in the 865-867 MHz band, allowing a maximum of 4 Watt erp and a 20 dB bandwidth of 200 kHz, whereas timing requirements are not specified. Spurious emission requirements are based on "not disturbing other users", thus applying international unwanted emission limits which are a direct responsibility for the manufacturer or registration holder.

RFID in Japan moving to 920MHz
Japan, the UHD RFID band in Japan from 950-958MHz will move to 915-928MHz. The advantage will be improved data transfer for high power tags, and passive devices in the new band will be unlicensed. The new band will be possible to use (after certification) from July 25, 2012.

Dash 7's Tag spec for ISO18000-7
Dash 7 Alliance introduces a new specification, known as Mode 2, for ISO approval, that would allow the integration of 433 MHz active and 13.56 MHz passive RFID on a single tag. It would also enable tag-to-tag transmission, and make possible a range of new applications.

EPC global guidance on Container Tags

The new EPC global guidelines specify the performance and usage of EPC Gen 2 RFID tags designed for tracking cargo, and are intended for tag vendors as well as logistics companies. The "Gen 2" standard defines the physical and logical requirements for a passive-backscatter, Interrogator-talks-first (ITF), radio-frequency identification (RFID) system operating in the 860-960 MHz frequency range. The system comprises Interrogators (also known as Readers), and Tags (also known as Labels). The UHF Class-1 Generation-2 air interface protocol V1.2.0 extends the item-level tagging capabilities of UHF Gen 2. In this protocol, 3 optional features have been added. An indicator is now available to show when there is formatted data in user memory. Addition of permalocking on a block level in user memory now protects contents that have already been written. Recommissioning of a tag after POS operations is now available. The recommissioned action is indicated through the inclusion of extended protocol control bits. Dash7 mode 2 for ISO18000-7

Mode 2 is the name of the specification recently approved by the DASH7 Alliance that will be submitted to ISO in order to begin the process of updating the ISO 18000-7 standard for active RFID. Mode 2 adds new PHY and MAC layers as well as new encoding and modulation schemes that enable a range of capabilities required for DASH7 to compete in the wireless sensor networking/internet of things arena. India Updates
In 2009, DoT was considering to de-license 13.56 RFID. Just recently, the 13.56MHz (13.553-13.576MHz) was actually de-licensed by DoT. Tags and Readers can be used without license, but may still need RF approval! For more information, contact Teleconformity.

Europe RF exposure Summary
European RF exposure (EMF/SAR/MPE) is a matter of Human Health (& Safety), basically refering to the LVD EMF (EM fields) related ERC recommendation 1999/519/EC in conjucntion with the R&TTE directive 99/5/EC.

The current harmonised Standards (HS) are: EN50360 (Mobile phones, for head only, refering to EN50361 for SAR measurements), EN50371 (generic standard for LPD less than 20mW), EN50357 (RFID), EN50364 (EAS/RFID devices), EN50385 (Fixed equipment and Base stations), EN50401 (Telco networks), EN62311 (current generic standard) and EN62479 (following up EN50371).

Non harmonised Standards are EN50383 (Base stations), EN50392 (generic standard), EN62209-1 for SAR when EUT held to ear (replacement for EN50361), EN62209-2 for SAR when EUT held to body.

Minimum H&S criteria regarding exposure of EM Fields to workers is described in directive 2004/40/EC and amendment 2007/30/EC .
