These KDB are especially important for testing labs, who should make themselves aware, and prepared before they come into force. Follow the link to these KDB. FCC LED authorization

For FCC, LEDs lights (bulbs, tubes, lamps) using internal converters with a switching rate over 9kHz shall be tested for part 15B and authorized by the Verification procedure (only verification testing). As such, it is not allowed to print or use the FCC logo, and not appropriate to issue a DoC, neither possible to apply for Certification. Some consider LED as RF lighting, however part 18 devices are devices using RF energy to emit gaz, and this is not the case with LED lights. For more information, contact Teleconformity.

KDB on import waivers
FCC KDB 741304, guidelines for requesting a waiver of the importation requirements in Section 2.1204 when importing devices in an amount in excess of the rules for the purposes of either testing and evaluation or suitability for marketing under 2.1204(a)3 and or for demonstration at an industry trade show per 2.1204(a)4, but not offered for sale in the USA.

FCC draft DTS guidance
USA FCC, currently (Yes, again!) a new DTS measurement guidance document is in Draft in the FCC KDB. This will soon (modified or not) be the only acceptable way to perform part 15.247 DTS measurements. The new procedure will require additional information for the RF power over the different data rates, modified power density measurement method, modified 6dB bandwidth measurements, etc. Please take a look as soon as possible and check the changes that may (will) affect your testing preparations very soon. The last date to provide comments to the FCC KDB for the new procedure is 2012-04-21. Until publication, you can use the current DTS measurement procedure, but this old DTS measurement procedure shall not be used.

Canada Receivers Update
Industry Canada, 30-960MHz stand alone receivers do not any longer require Certification, however testing against RSS-Gen and labeling per RSS-Gen remains required. All other 30-960MHz receivers are excluded from testing, labeling and certification.

South Korea emission testing

Mexico Energy regulation in force
Mexico, as of 2011-09-01, the new "yellow" energy labeling regulation by CONUEE and PROFECO will be mandatory, informing the end-users about the kWh consumption of the product. After testing, registration for each model has be concluded. High penalties will be applied when failing with the new requirement as of the date mentioned. The new regulation does apply to the main product only, not to AD/DC power adapters, unless sold separately. Find attached the list of regulated products.

South Korea revised KKC EMC
South Korea, as of 2011-07-01, EMI "RS" testing according standard KN301-489 has to be performed up to 2.7GHz (was before up to 1GHz), in line with the European EN301489 standard for Radio devices. EMC "RE" testing above 1 GHz will also be implemented as of 2012-01-01.

UMTS-LTE 3500MHz progress
According 3GPP, 3GPP RAN has made significant progress on the work on 3500MHz spectrum range for LTE and UMTS/UTRA. At the recent RAN Plenary meeting (RAN#51, March 2011) the major work item was 80% complete and is expected to be finalised by June 2011, after coordination with the European Radio Office 'IMT Matters' Project Team (ECC PT1) on alignment with their plan for band arrangements. User equipment testing work items in 3GPP should be completed by September 2011.

TELEC Standard Updates
Japan, TELEC regularly updates it standards, also the 2.4 and 5 GHz standards based on ARIB STD T33/66 and 71. The last update to T401, T402 and T403 was completed in February. It is advised to check if you use the latest ARIB and TELEC requirements for testing.

US-Mexico Telecom MRA

USA/Mexico, the US-Mexican telecom MRA was signed today 26 May 2011. It will reduce technical barriers to trade for exporting telecommunications manufacturers, saving ICT manufacturers the time and expense of additional product testing and also contribute to lowering prices for consumers. The MRA ensures technical conformity by allowing U.S. certified laboratories to test telecommunications equipment to Mexican technical standards, and vice versa. The Agreement will cover telecommunications products such as wire-line and wireless equipment, and terrestrial and satellite equipment. This MRA is the first Inter-American MRA within the CITEL MRA Framework.

NAFTA commits to Telecom MRA

Joint Statement from the January 10, 2011 meeting of the NAFTA FTC includes reaffirmation of the joint commitment to enter into bilateral MRAs that establish procedures for accepting test results from laboratories or testing facilities in the territory of another NAFTA country (USA, Mexico, Canada) for use in the conformity assessment of telecommunications equipment. This will allow a manufacturer to test a product only once and then have the test results accepted in other NAFTA countries. It is the goal to conclude the MRAs by May 2011.

New Russian IEEE802.11n standard
The old Russian Normative Legal (NLA) Act No. 19 (2007-02-13) for IEEE802.11a/b/g will be replaced by No. 124 (2010-09-14) and comes into force. Local testing will be required, done by accredited labs. The respective FAC DoC and CoC shall be submitted to obtain approval.

IC requires bystander SAR at 2.5cm distance
Industry Canada public notice 2010-16 announces a new revision of RSS-102 (effective as of January 1, 2011) that will include SAR requirements (RF exposure) for persons who are standing 2.5cm or less close to antennas build in certain devices, such as laptops screens where the antennas are internally located. The new requirements aim to protect the bystanders and will result in more extensive SAR testing (publication of 2010-10-15).

Chinese EMC standard GB 9254
China, according to CNCA public notice No. 31, the new Chinese EMC standard GB9254:2008 for IT and Telecom products has been implemented on September 1, 2009 and replaced the previous version GB9254:1998. For all new CCC applications the products must be tested to this new standard. For already issued CCC certificates that used the old GB9254:1998, the applicant is required to carry out additional testing and apply for an updated certificate before September 1, 2010.

BSMI emission requirements into force
Taiwan, BSMI emission and certification standard CNS13438 comes into force on 2010/10/1, now requiring above 1GHz testing (following CISPR22:2005). Class A devices need to be tested with 110VAC and 220VAC while Class B devices need to be tested to 110VAC only (the net frequency is 60Hz). Equipment already certified (without above 1GHz testing) will remain valid until the certificate expires.

DECT standards modified
Europe, overview of revised DECT standards in 2010: EN301406V2.1.1 aligns the radio testing standard to the features of New Generation DECT systems. It extends radiated spurious emission testing in 4-12.75GHz while conducted spurious emission testing is only required for devices with antenna connectors. EN301489-6V1.3.1 contains additions and changes in order to cover the changes coming from the revisions of the DECT standards. It specifes changes for audio break through and bit error measurements.

Mexico, NOM-121-SCT1:2009 enters into force on 2010/08/21 and requires in-country testing for equipent operating in 902-928MHz, 2.4-2.483,5MHz and 5.7-5.850MHz. Other standards already require in-country testing, such as NOM-151-SCT1:1999 (analog TTE), NOM-152-SCT1:1999 (digital TTE), NOM-083-SCT1:2002 (UHF/VHF), NOM-084-SCT1:2002 (Trunking), NOM-088/x-SCT1:2002 (microwave).
