China SAR update
China, what standards to use for SAR in China? Standard YD/T1644.1:2007 is identical to EN 62209-1 (for devices held to the ear) and is intended for the evaluation of hand held devices such as cellular phones. South Korea Update
South Korea, as of 2013-01-01, KCC (RRA-MIC) SAR requirements will change, and not only be required for Mobile phones anymore, but follow to a large extend the FCC SAR requirements, meaning that other RF devices (WLAN, WiMAX, etc) shall be applied for SAR measurements.

Malaysia SAR requirements
Malaysia, SIRIM announced a new requirement for GSM, 3G/UMTS, land mobile radio, and amateur radio equipment to comply with RF exposure, effective as of 2011-11-02. These devices shall meet EN 50360:2001 and/or EN 62209-1:2006 for GSM and 3G/UMTS devices, including the ICNIRP guidelines for limiting exposure to time varying Electromagnetic Field (EMF) up to 300 GHz for land mobile radio and amateur radio equipment. Foreign test reports from accredited laboratories will be accepted.
Australia, ACMA amended the Telecommunications Labeling (Customer Equipment and Customer Cabling) Notice 2001.
This amendment includes the new revision AS/CA S002-2011 (PSTN CE); AS/CA S2008-2011 (cabling products); AS/NZS 60950.1-2011 that incorporates Amendment 1, 2 and 3 now (Safety CE); AS/CA S042.1-2011 (air I/F requirements for PMTS & satelite service; added definition for IMT-2000; introduction of AS/CA 042.4-2011 (IMT-2000 PMTS CE); new section 4.9A for phase in of AS/CA S042.4-2011; added category A55 for IMT-2000 mobile devices and new note 34 related to section 4.9A; added clarification of 4.9(1) that carrier network permission is required before connecting in case not covered by the categories in schedule 1 other than category A53; and some editorial changes. IC announces host approval requirements
Industry Canada announces certification requirements for host devices incorporating certified radio modules, where the combination would require SAR (RF exposure), or in case more certified radio modules are incorporated. Despite the announcement, TCB council members will get a chance to provide comments to Industry Canada that will be taken into consideration.

IC requires bystander SAR at 2.5cm distance
Industry Canada public notice 2010-16 announces a new revision of RSS-102 (effective as of January 1, 2011) that will include SAR requirements (RF exposure) for persons who are standing 2.5cm or less close to antennas build in certain devices, such as laptops screens where the antennas are internally located. The new requirements aim to protect the bystanders and will result in more extensive SAR testing (publication of 2010-10-15).

Europe RF exposure Summary
European RF exposure (EMF/SAR/MPE) is a matter of Human Health (& Safety), basically refering to the LVD EMF (EM fields) related ERC recommendation
1999/519/EC
in conjucntion with the R&TTE directive 99/5/EC.
The current harmonised Standards (HS) are: EN50360 (Mobile phones, for head only, refering to EN50361 for SAR measurements), EN50371 (generic standard for LPD less than 20mW), EN50357 (RFID), EN50364 (EAS/RFID devices), EN50385 (Fixed equipment and Base stations), EN50401 (Telco networks), EN62311 (current generic standard) and EN62479 (following up EN50371).
Non harmonised Standards are EN50383 (Base stations), EN50392 (generic standard), EN62209-1 for SAR when EUT held to ear (replacement for EN50361), EN62209-2 for SAR when EUT held to body.
